Yesterday morning, at the Parliament Palace in Bucharest, the International Conference “Community Care Services” started .
A community care service for elderly people is a reality now. A multidisciplinary team composed by GP’s, nurses, social workers and carers is trying to support dependent elderly people.
The Foundation for Community Care Services office is inside the Emergency Hospital. Some clients of the hospital can be discharged sooner and cared at home by the multidisciplinary team.
Amazing was the declaration of Mr. I. S., a client of home care services. Mr. I.S. said: “I was a very important person, I had two university degrees, but I didn’t expect to be alone now when I’m old, and almost without resources. Loneliness is scaring. I just want to thank you that I’m here; I haven’t got out the house for 4 years”.

“In Braşov, Piatra Neamţ, Piteşti, Cluj Napoca, Bacău, Botoşani, Bucharest exist home care projects which respect quality standards similar to those in Western countries. If in the past years, the problem was how to develop these projects, this year the problem is how to develop these services at national level under public funding.
The elderly want to be cared at home, and this was proved to be possible, through the pilot projects of nongovernmental organizations.
The Health Social Insurance Law created the legislative framework for home care services to be financed in a public system. Even if the efficiency of home care was proven in the past few years by the pilot projects developed, the finance in a public system still remains a problem.

A home carer salary is of 100$/month and can take care of five elderly persons per day.
Dr. Valentin Vladu estimates that in Romania, 20% of the population is over 60 years old and 3%-5% of them need community services. Only in Bucharest 10,000-12,000 persons call the emergency service and fill the hospital beds. For a charge day, the hospital pays approximately 500,000 Lei. A community care system can supervise up to 5 person a day and the cost of a salary for a community care is around 100$. […]

Yesterday, at the Administration Palace, there was performed an information session on drug addicted young people services network. The session was organized within a project financed through the EU Phare program by the Bucharest Community Care Services Foundation in partnership with the National Antidrug Agency, Timiş Territorial Centre for Counseling and Drug Prevention and the County Administration. The meeting was attended by representatives of both NGOs and governmental institutions, professionals working in drug use prevention, people working in social reintegration of the drug addicted persons. AGENDA ZILEI - the 29th of April 2004
Yesterday, within the Administrative Palace, Community Care Services Foundation Bucharest organized a professional experience exchanged in partnership with the National Antidrug Agency and the Territorial Centre. The participants were keen to find out about aspects on prevention programs, social integration of the drug addicted persons, which are the institutions supporting people after detoxification cure, etc. One can notice a significant discrepancy between the increasing number of the drug consumers and the degree of detoxification services. A better dissemination of the messages that fights the drug consuming are supposed to increase their impact if young people would talk to each other. C.Ţenche)
